Mysterious landscape.

Answer: Equisetum arvense poking up through pre-load. Pre-load is sand that is carted from place to place and left in a deep heap on soggy ground for months on end. The hope is that the weight of the sand will compact and squeeze the water out of the peaty soil, so that once the pre-load is removed and dumped somewhere else, condominiums can be built on the preloaded area with relatively little chance of sinking into the earth.

Pre-load often has the most puzzling, ecologically nonsensical flora, until you realize that it contains seeds and spores from here there and everywhere, wherever it has been gathered or deposited.
