Alien turtle skull?

Melamine popcorn?
Satan's bath bomb?

Nope. Young cones of an ornamental cedar, genus Chamaecyparis(?). I wasn't able to find images of similar cones, either online only or in those dusty old things on the shelf. They're not easy to photograph; the camera tends to be overwhelmed by the foliage. Many published photos show only blurry bluish blobs.

They'll turn dry and brown before splitting open to release the seeds.

We had many a war with those things when I was young. Boy, do they smart.
